Idk, urban dictionary does list it as a slang term for “child molester” but all the other listed definitions are related to promiscuous women and or strippers / strip clubs which is the only colloquial use of it that I’ve ever heard myself

I did some Googling and it appears to be a cosplay dress, of the character Albedo from the anime Overlord. On many sites it seems to be advertised as a Black Albedo Backless Dress.
I know that doesn’t directly answer your question, however I figure it may help you get closer to figuring out if this is a ‘style’ of dress or a creation of an artist.

Just of note, Arab != Muslim. The Arabs are a people group who originate from the Arabian peninsula and can be of any sort of religion. There are plenty of Muslim Arab nations, yes, but there are also a huge population of Christian Arabs (of various denominations + other minor religions also exist)
edit: or somebody who speaks Arabic (again, does not necessarily mean they are Muslim), as pointed out by somebody else
One more point, not all Muslims are Arabs! You have Turkey, central Asia, South East Asia, the Indian subcontinent, Iran, Bosnia, etc.
