Elbows up was apparently to make it easier for all the fascists to link arms.
They underfund it and cripple it on purpose, then use poor services to justify privatization. Odd how they never expect MLAs and MPs to generate a profitable return on their own salary, as if certain services aren’t supposed to be measured by profitability, or something.
