According to a probable cause statement filed in Kitsap County Superior Court, the 77-year-old suspect, Kenneth Addis of Franklin, Georgia, assumed the identity of Daryl Daugs, a deputy in the Kitsap County Auditor’s Office who has since retired from his position. Addis allegedly used Daugs’ photo online for over six months with the intent to communicate with a minor for immoral purposes. Police said the suspect created a profile on TikTok that took publicly available images of Daugs without permission, and sent those images on Telegram when messaging whom he believed to be a 13-year-old girl back in March. However, the girl was actually a decoy with Predator Poachers, a civilian group with an online presence that claims to conduct independent investigations of child exploitation.

The social media interactions led two men from that group, which is not affiliated with law enforcement, to travel to Kitsap County and confront Daugs outside his Bremerton home on June 14, with unverified accusations of inappropriate online communications with a minor. They filmed the confrontation in a video that circulated on social media and showed the exterior of Daugs’ home, during which time Bremerton Police were called to the scene. A month later, Bremerton Police released a statement announcing Daugs was not a suspect in the allegations made online, and that he was believed to be a victim of criminal impersonation in the incident.
